Electric car racetrack in North Portland?

Is there a racetrack in the offing for owners of high performance electric cars?
It would seem so. Portland-based Harsch Investment Co. wants to create a 45,701-square-foot indoor racetrack facility at 2664 N. Marine Drive, according to a pre-application conference request filed with the city of Portland.
Harsh officials did not comment on the plan.
According to public documents, the indoor racetrack would cater to league racing, training seminars and instructional courses.
Approximately 100,000 racers and spectators are expected annually, with approximately 18,000 to 20,000 races per year.
