Clean power for transport: focus on electric vehicles .Library of the European Parliament

On 24 January 2013 the European Commission launched the Clean Power for Transport Package, consisting of the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions Clean Power for Transport: A European alternative fuels strategy , of the Proposal for a directive of the European Parliament and of the Council on the deployment of alternative fuels infrastructure, and of a an accompanying document describing an action plan for the development of Liquefied Natural Gas (LNG) in shipping.
The package’s measures aims at creating a single market for innovative and alternative fuels across Europe. The Commission prosed a set of binding targets on Member States for a minimum level of infrastructure for clean fuels such as electricity, hydrogen and natural gas, as well as common EU wide standards for the needed infrastructure. In line with the Commission’s Transport 2050 Strategy, the ultimate objectives of this initiative are the break ofEuropean transport dependency on oil as well as the reduction of greenhouse gas emissions caused by transport sector.
The draft report will be presented on 16th September (Legislative procedure: Deployment of alternative fuels infrastructure 2013/0012(COD)
The present keysource will provide up to date supplementary material with a special focus on electric vehicles.
Overviews
Consumers buying more efficient cars in Europe / European Environmental Agency, 2013
According to this article, the average car sold in the EU in 2012 was 9 % more fuel-efficient than the average three years before. Improved technology and an increase in the share of diesel cars are the main reasons behind the fall in average CO2 emissions.
Pathways to low carbon transport in the EU: From possibility to reality /CEPS, 2013, 72 p.
This Task Force Report has identified possible pathways for achieving the EU’s ambitious climate change targets. It argues that most of the reductions required of the transport sector in the EU could come from more energy-efficient vehicles, combined with the gradual introduction of low-carbon fuels and new engine technologies.
Global EV Outlook – Understanding the Electric Vehicle Landscape to 2020 / Electric Vehicles Initiative (EVI); the International Energy Agency (IEA) , 2013, 41 p.
This report provides an overview of the state of electric vehicles today, and offers potential scenarios of the electric vehicle landscape to 2020.
The emergence of an electric mobility trajectory / Dijka, M; Orsatob,R.J; Kempc, R; in Energy Policy, Vol.52, January 2013, pp. 135–145
This paper analyses the emergence of a trajectory of electric mobility before and after 2005. The central thesis of the paper is that electric mobility has crossed a critical threshold and is benefitting from various developments whose influence can be expected to grow in importance: high oil prices, carbon constraints, and rise of organised car sharing and intermodality.
E-mobility index for Q3 2013 / Roland Berger, 2013, 13 p.
The index compares the competitive positions of the seven leading automotive nations (Germany, France, Italy, the US, Japan, China and South Korea) in the field of e-mobility. The indicators technology, industry and market were analysed.
Analysis
Fuelling Europe’s Future – How auto innovation leads to EU jobs / Cambridge Econometrics ; Ricardo-AEA; Element Energy, 2013, 112 p.
This study explores how Europe could improve its growth prospects and increase overall employment by supporting auto sector innovation to curb its dependence on imported oil. Even though there are concerns that the transition to a low-carbon economy will impact employment, the study argues that improving auto efficiency and switching to domestic energy sources for vehicles could contribute to Europe’s key objectives of stimulating economic growth and mitigating climate change.
La transition énergétique dans les transports / La Documentation française, 2013, 82 p.
This report analyzes policy measures encouraging the energetic transition towards cleaner transport in France by 2050. Urban space planning, transport infrastructure development as well as transport research in the energetic field are indentified as key factors for eco-mobility. Regulatory and financial measures are also investigated.
How clean are Europe’s cars 2013 / European Federation for Transport and Environment (T&E) , 2013, 32 p.
This report examines progress in 2012 towards meeting the 2015 (130gCO2/km) and 2020 (95g CO2/km) targets of average emissions of new cars sold in these years. In Addition, it also examines the growth in sales of electric as well as the extent to which progress measured in official tests is being replicated by fuel efficiency improvements on the road.
Zero-emission trucks: An overview of the state-of-the-art / CE Delft ; German Aerospace Center , 2013, 151 p.
This study commissione by International Transport Council, investigate the current state of zero emission commercial vehicles and the technological improvements that will be required in order for zero emission vehicles to achieve widespread penetration in the on-road freight sector. Furthermore, it examines the effects of decarbonizing the energy carriers (i.e. electricity and hydrogen).
Electric vehicle grid integration in the U.S., Europe, and China / International Council on Clean Transportation , 2013, 69 p.
This report examines key drivers of EV adoption in three regions – the United States, the European Union, and China – with an emphasis on vehicle charging scenarios and infrastructure.
Bringing the electric vehicle to the mass market a review of barriers, facilitators and policy interventions / RANDEurope, 2012, 77 p.
This paper provides an overview of the barriers and facilitators to the wider adoption of electric vehicles (EVs), and describes several EV initiatives currently ongoing in the UK, France, Denmark, and Canada.
